One more correction to your math. There never was a 788 or 789. AFAICT, 
they wanted to start the cabs at the next 0 and just skipped those two 
numbers.
You may be overanalyzing the mix of toilets and nons. Also keep in mind 
that by the late 80s, any given train was pretty sure to have at least 
one car of non-Q design, ordered by the RTA in the 70s or later.
