To keep it simple without answering item by item. A locomotive in a yard was not required to have markers as it was not a train. Transfer runs operating between yards on mains needed to have markers on the rear end of the cut of cars which generally was the waycar. Class lights On the engines might be what your thinking about for “markers” on the front.

The white light requirement was fulfilled by the headlight front and rear.

A train needs markers, by definition, front and rear.

Did a switch engine need markers, front and rear, when:
 working, with in yard limits, the yard ladder?
 venturing out on to the main during a switching move?
 during a transfer run between yards?
 when switching customers outside of the yard limits?

If the engine was coupled to another car or engine, were the markers transfered to the other car/ engine so both ends of the train were marked?

A yard engine was also required to show a white light front and rear.
