Duncan, I was briefly involved with the bridge during the flood of 2010 while employed as a Disaster Project Specialist with Iowa Homeland Security and Emergency Management.  There was some damage on the eastern side of the bridge and I inspected it with the City of Keokuk Engineer (bridge owner).  Because the damage was on the Illinois side, it was under the jurisdiction of a different FEMA district than Iowa and it became an Illinois problem even though it was owned by an Iowa city.  I loved going to Keokuk and worked with some nice people at City Hall.  Same goes for Fort Madison (got to inspect the city owned Burlington station).

If nobody else sees the drawings, they will never know how many rivets are on the bridge.
