That bridge was a bit spooky to drive over with the sound of the tires on the grating.  If I recall, the old highway bridge in Burlington was the same.  Both were toll bridges.  There is now a public camera mounted on the Keokuk bridge to show traffic through Lock 19 and they often swing it around if something is coming down the K-Line or the KJ is crossing the bridge.  Most of the western side has been planked for visitors, but you can still see the grating in places.
