The Mystery is (partly) solved.... From 1891 until 1922, the Q had an Engine Terminal in Hot Springs. A spur came off the Branch behind the Evans Plunge building, crossed Hot Brook, then Cold Brook twice, on pile trestles, and went about 1900 feet up to a loading point for the 'Baker Plaster Company'. On this spur was a switch on the north side to the turntable lead, and the Engine House. There was a wooden water tank between the tracks, and an oil tank at the Engine House. Along the track were also a Section House and some other little buildings. In 1918, they made an agreement with the North-Western to share the North-Western's Engine Facilities, and the track was removed in 1922. The North-Western Engine House was enlarged to two stalls to accommodate the Burlington engine. There was no actual water tank there, but the Engine House had a 4" water main inside the building. Here's a partial view of the Engine House after the second stall was added. My guess is that the elevated tank is for fuel oil for the locomotives. I still don't know what the Q did for locomotive water after the 1937 flood took out the North-Western's Hot Springs Branch. They probably weren't using diesels yet.
