My understanding is that there are/were higher fees (payable to ???) for cars interchanged within the Chicago Switching District. This is why BN kept the connection with CNW at West Chicago for so long. Also, I don't know if CB&Q and CGW interchanged directly in Chicago or the cars would have had to go via the BRC or IHB, in which case there would be fees to them as well. I don't know if the EJ&E would have been willing to pick the cars up at Eola and deliver them at (Ingallton?) without taking them to Joliet first, but either way that also would have been another railroad getting a cut of the revenue.

This is actually great for me since I have an excuse now for a couple of these cars. I'm not complaining, but that seems a pretty roundabout routing vs. sen ding the cars to Chicago and then out to Carol Stream (which is pretty close to Napierville). My guess is that this was the easiest way to get the cars quickly to the CGW vs. interchanging in Chicago. Just one interchange in East Dubuque vs. perhaps multiples in Chicago. Can anyone elaborate on this and whether there was any other regular traffic for the CGW that might have also followed the same routing to East Dubuque?
