Prior to 1970, any new locomotive being delivered out of Chicago would have been handled DIT or dead in train. I know for a fact that GN SDP40 no. 325 was not running while being delivered on the Q as I was the lead field service engineer for EMD assigned to that delivery at Minneapolis Junction in the Twin Cities. The locomotives in that order were received by the customer and prepared for service at that location. There were six SDP40s in that order and another order for the first eight GN SD45s being delivered at the same time.
No railroad took delivery of new locomotives in the state of Illinois prior to 1970 if they could possibly avoid it. The Q took delivery in Lincoln, NE, the Santa Fe in Ft. Madison, IA, the Union Pacific in Omaha, etc. Prior to that date, Illinois charged sales tax on all capital equipment delivered in the state. That changed in 1970 when Illinois adopted a new constitution which eliminated the capital goods sales tax. From that point on, any railroad that could, took delivery in Chicago where the locomotives were started and placed in service. Railroads that didn’t operate in Illinois, made arrangements with Illinois based railroads to accept their locomotives, place them in service and use them as power on train transporting them to their final destination in exchange for the freight charges. From May, 1971 to August, 1972, I was assigned by EMD to the BN shop at Cicero (Clyde) as the field service engineer. During that period, working with the railroad shop crews, we placed many new locomotives in service. Some days, there would be as many as 10 - 12 units to prep. A huge number were BN locomotives, but we also did Union Pacific including the last DDA40X units, D&RGW, Western Pacific, and Alaska RR. Other shops in the area placed Southern Pacific, Soo Line and eastern railroad power in service. New GE power coming from Erie were placed in service close to that point and weren’t affected by the Illinois sales tax. However, before 1970, even the GE locomotives may have been shipped DIT as that was the standard practice at the time.

There is a photo in Burlington Bulletin 48 on page 35 of a westbound freight in July 1966 with two GN U28B's being delivered. The train had CB&Q SD24 504 in the lead, followed by a Q GP35, a Q GP30, then the two GN U28B's.
There is a shot in the book Burlington Northern in Color Volume 1 - The Urge to Merge, of CB&Q Train 97 on Napervillle Curve with CB&Q GP30 961, GP30 963, Q GP20, Q SD24 513, and GN SDP40 325 in May 1966. GN SDP40 325 was being delivered from EMD and is in fresh paint and pointed forward in the consist.
Doubtless the other GN SDP40's and U28B's also came across on Q trains through Savanna and on up to St Paul. Probably just about all GN power being delivered from EMD or GE traveled over the Q, but the question arises as to whether it was in the locomotive consist or in the train. For example, in later years there is a photo of a GN U33C being delivered and it is the last unit in the consist, just like the SDP40 and the U28B's. Same goes for an NP U33C being delivered. But a photo on the GNgoat IO groups shows a GN F45 being delivered at Daytons Bluff yard and it is sandwiched between a SOO Line boxcar and a flat car - clearly not part of the locomotive consist. -- Tom Mack Cincinnati, OH |
