Can you qualify that please? Q E units to Havre on the GN on freight or passenger trains?

GN F's were regular power on trains 97 and 88 in the early 60's.  It was attributed to an agreement the Q had with the GN as it relates to the GN use of Q E units running through to Havre, MT.
