Thank you, Bill Shultz and Hol Wagner. This information explains a LOT, and is immensely interesting to boot. That the WP required more heating water between SLC and Portola is not surprising, given the dry terrain, the limited water storage in the F-units, and the probable difficult access to treated water in that area. It also provides an explanation of why the photos of these baggage cars with/without tanks has seemed so spotty and random, i.e. they were only briefly used for the original intended purpose, and the railroads probably only used serendipitous occasions to remove them, and also then place the air tanks and valve back where God intended them to be in the first place. Nickel Plate Products was absolutely correct when they produced the first brass CZ models with all baggage cars with tanks and fillers. Unlike others in the series, the Silver Treasure tanks had to be split some way to provide both water and fuel!
