Leo - My guess is that the clock is from a large freight house operation, perhaps, in Chicago. I don't think it originated from a dispatchers or roundhouse office for use in calling crews. Never seen another like it:

Quite a number of new Q steam photos on eBay.

1)Take a look at item 122162738790, my first thought was the photo was taken
the Eola Reclamation plant given the locos tenderness condition along with
being shoved against an ancient gon. And also the overhead crane. But there
are too many tracks as the scrap dock only had two. Can anyone identify the
location ?

2) look at item 322281011101,where would this have been used ? Shops had set
hours,train and engine crews had assigned start times.....
