Phil, by that time the Wabash was crossing the Mississippi at Hannibal and running up to Quincy on the east side.

Quincy, and finally down to Hannibal.  This completely avoided the bridge at Meredosia.

A little digging has clarified things.  I was mistaken thinking that the CB&Q acquired the track from the Wabash.  The track was the Burlington's and the Wabash used it for access to Quincy, meaning that something else resulted in the Wabash switching the operations of its Keokuk line from Clayton to Bluffs.  Sorry everyone!
