A little digging has clarified things.  I was mistaken thinking that the CB&Q acquired the track from the Wabash.  The track was the Burlington's and the Wabash used it for access to Quincy, meaning that something else resulted in the Wabash switching the operations of its Keokuk line from Clayton to Bluffs.  Sorry everyone!

Rupert, thank you.  That's very helpful.  I'm actually trying to determine when the Wabash may have begun operating their line to Keokuk as a branch from Bluffs rather than fro Clayton and it would seem to hinge on the Wabash selling the Camp Point to Quincy track to the CB&Q so that the Wabash then ran to Hannibal rather than both Hannibal and Quincy.

On page 427 of Baldwin’s Corporate History (as at 1917) is a list of trackage rights including the Camp Point to Quincy track, showing that the contract dated from 30 November 1899.  While it doesn’t show when the Burlington purchased the track, it does confirm that the other party was the Wabash.

Can anyone help me with a date for the CB&Q's purchase of the track from Camp Point Illinois to Quincy?  It originally belonged to one of the predecessor's of the Wabash if I understand correctly.
