Sinclair has a large refinery at Casper http://www.sinclairoil.com/casper_refinery.html which dates from 1923.

A quick Google search for oil refineries in Wyoming also shows refineries at:

Cheyenne (HollyFrontier Corp)

Evanston (Silver Eagle Refining)

Evansville (Little America Refining)

Newcastle (Black Elk Refining)

Sinclair (Sinclair Oil) 1923

Casper (Texaco) 1922

Laramie (Midwest Oil Refinery) 1920-1932
