That sure looks like East Dubuque, Iowa, with the tunnel coming out of the
bluff and on to cross over to the Q facility in Dubuque on the other side of
the river. If so, it means the Q business car is tacked onto the end of the
NCL which is headed south to Chicago on Q rails. Some of the other photos in
the sequence show the NCL has been combined with Q cars probably morning Zephyr
and Q power.
