Yes, but the ICC did not allow muti-car rates until the 60's. The Southern 
Railway ran the first true unit trains i.e. with unit train rates and rules for 
 coal in Circa 1961.

While it may not have been the first railroad to run unit trains the 
Denver & Northwestern was completed in 1903 for the purpose of running 
unit coal trains from Leyden CO to Denver CO.
