I worked for AMTRAK for 30 years.   In that time spent time assigned to Winona, 
MN.   The Milw. Rd. had a track scale at Winona because of the huge amount of 
cars of grain etc both inbound and outbound.   Each had to be weighed.    La 
Crosse, WI only 30 miles away did not have a scale even though it was a large 
location.   They would bring the few cars to be weighed to Winona and send on 
their way from there.   Same road freight ould pick up from either city and 
forward to whereever.   La Crosse at one time had its own scale.   Track scales 
are outdoors and require much maintainence.   The B&B would come to Winona once 
a year for several weeks and spend about a week on just the scale, also a day 
several times a year.

I'd agree with Steve that many small yards did not have scales as few of those 
I photographed in the 70's had scales or any evidence that there had been a 
scale. I would assume a lack of scales at outlying points was partially due to 
cost. Does anyone have a list of CB&Q owned scales? Obviously with the # of 
scale test cars the Q (& other RR's) once had, there were a lot of scales to 
test & certify.
