Maybe they meant that road wheels ( HI-way) would have to be made to move it.
A guy here move a waycar and he had to have road wheels made so it could be 
pulled by a semi tractor.

In the article, what do they mean by:
"Putting trucks, or wheels, on it would cost extra as each must be designed 
separately."
What happened to the original trucks that were moved from Minooka?
For a static display, why couldn't they be used?
Or operating? They were Timken roller-bearings. .. should be restorable, I 
would think.
