This discussion brings up one of the things that made Hol Wagner's The Colorado Road one of the best all-time railroad books.... the background on motive power purchases and utilization and proposed purchases that were nixed by the CB&Q. Some of the proposed locomotives (IIRC everything from Challengers to copies of SAL 2-6-6-4 s!!!) were really interesting!!
