Hi Larry,
Although this may not be of much help: there appeared an 
article by Scott Seekins on kitbashing an N-scale NE-12 in the July 1991 Model 
Rairoading Magazine. The author started with a Micro-Trains standard wood 
caboose.
The article was titled: "Until the real thing comes along"

  I would say that the NE-12 has always been my favorite waycar. 
  Unfortunately, my cigar box is about $59,980 short of the needed funds. 
Hopefully, Atlas 
  or Kato will want to find a need to put their trucks under a NE-12.

  I will have to go without. I'm not sure my kitbashing skills are up to the 
  task.
