NE12s have never been done commercially in N Scale.   The car would be a full 
five slide mold for the body and
separate molds would have to be made up for the roofwalks, 
underframe/platform/steps and handrails.  I believe
Atlas and Kato both make appropriate trucks for the car.
If you have an extra $60,000 laying around in a cigar box somewhere that should 
be enough to make the project happen....
