Builders plates where attached at the factory by EMD Not positive about model plates, but my guess is also at factory The "F" marker on a locomotive is a government requirement ( ICC now FRA ), it denotes the front of the locomtive for reporting purposes, such as "Left # 3 brakeshoe not in line with tread" or "Right rear sander inoperative".
