The practice of running the TCZ with two observations was fairly common in 
the late 60's....
The only Q Tavern/Baggage would have been the TCZ Baggage Bar :Lounge Cars 
800 Silver Buffet and 801 Silver Salon.
Maybe the Obvs were subbing for these cars but why??
I think the trains were normally turned even with the obvs on both ends....
