They are being sold because taxpayers pay for new capital improvements but
repairs have to come out of operating revenues.
Remember, the cars were completely rebuilt (and considerably simplified with
all-electric heat and a/c) in the 70s so their age is really half the
total. The components would be blowers, a/c units, electrical panels, seats
and interior finish materials, all of which can be replaced with more modern
equivalents in a relatively minor rebuild. Trucks and brake equipment,
etc.. also should be no problem. The problem is accounting.
