The TR2's were purchased for two reasons.

1. As branchline power on lines with grades.
2. CB&Q was convinced by EMD that the two unit sets
   were the only proper thing to replace 0-8-0's in
   heavy yard service. 

Why converted?  For reason number one they have a top
safe speed of about 25 mph. They also had very small
fuel tanks. When the GP7's were purchased their
branchline days were over.

For reason number two the basic idea was incorrect.
A single NW2 could handle most normal yard work and at
places like Cicero were the main yard power right up
to the early 80's. Putting cabs on the units doubled
the useful numbers and all were given MU at both ends
which made it easier to fill roles where you really did
need two units such as Twin Cities transfer service.
