Yes, a clearance form and/or orders could be hooped up at that station. The 
train could not "pass' the station w/o a clearance beyond that point. In some 
cases if the operator at the station was going to be off duty you could 
receive your clearance for that point from another point. For example at 
Denrock trains were required to have a clearance to go onto the branch to 
Mendota. You could receive that clearance at SV w/your other orders if the 
operator wasn't going to be on duty at Denrock when you went by.In rare cases 
the conductor or engineer could be required to copy an order to themselves.
