My company builds truck tankers that haul asphalt. Each barrel has several
"surge plates" with large holes in the center and a small hole at the bottom.
These are critical for preventing the sloshing action and are important to
the structural integrity. We are building a 13,000 gal tank with 11 surge
plates inside. The seam is welded completely on the inside (great job for
the welders in the summer!) I would be willing to bet that railroad tankers
also have surge plates, especially since they do not have external rings for
holding the barrels together.
