[CBQ] Decals on silver paint

Every time I do a silver car the decals show up when I overcoat them. It has 
happened numerous times. I painted with True Color silver, waited five days 
this time and then applied the decals. The people at True Color say the paint 
can be decaled, no fixing is necessary. I put Microscale Micro Set on first, 
apply the decal,  wait a while  and then put on the Micro Sol. I waited thirty 
hours and then sprayed Tamiya clear dull. As you can see in the attached photo, 
the entire decal shows up. It's not silvering. The decals look apsolutely fine 
untill overcoating. This has happenened with Scalecoat silver, and with Testors 
dullcoat. Any ideas?
