Edward Stout had at least two patents for Impact Recorders, US1247737A of 1918 and US1696420A of 1928. The drawings for the second patent at US1696420A - Impact recorder - Google Patents look to be similar to your device.

A search in Railway Age at that time might throw some light on it.

A couple of Dover Museum board members were cleaning out a closet this morning and ran into this object.  It had been listed on eBay in 2013 and someone bought it and donated it to our museum. The eBay ad said "Strout", but it was really "Stout".  I am asking my question here because the eBay listing also said it was from the CB&Q.  I found an old Railway Age ad for the Stout Impact Recorder made by the Stout Recorder Company from here in New London.  This blew us away because we had no idea this company had ever been in town.  I have already turned the bloodhounds loose to find out more about the company and where it was located.  Our town isn't that big.

Posted are several photos.  The case has 3 positions where it can be screwed to a wall or something.  There is also a windup key in the bottom of the case.

My question is: Does anyone know anything about this device?  We will be moving it to our depot once we can get more information about it.  Thank you.
