If you look closely at the diagram the small bottom 'lights' that are mounted 
_on_ the signal pole are actually square fixed signs to indicate this is a 
Permissive signal. The small bottom lights that are _offset_ from the signal 
pole are round, not square, thus actual lights not signs, to indicate this 
signal is Permissive. I assume the offset lights could possibly be lit or dark 
depending upon the situation?
