I get it through my public library system. For me that is the Mid Continent Public Library which serves Kansas City outside the KC School District and the Missouri suburbs. The library system is one of the leading research systems for genealogy research. Because of that, they pay for access to the Digital Sanborns for the entire U.S. Your local library may subscribe and only have access to maps from the state they are located in. There appears to be different levels of access based on cost to the library system.

Also you might be able to get access through main state university library or state historical society.
