ProQuest is a paid subscription. Many research libraries, such as universities, have a subscription which enables those who qualify have access.

 

The Library of Congress is scanning the Sanborn maps in their collection, but due to the volume it is a slow process. They started with the oldest maps first, which is why some towns like Buda only have the 1901 map digitized and on line.
