Thanks Bob,

I was thinking more about the actual car's contents.  Although this was beyond the CB&Q era,  I was wondering when the flat carload rates went into effect on the railroads as mentioned by Leo.  I know that at Peoria some of the scrap cars there were being overloaded and the BN briefly started to reweigh some loads there as a countermeasure.  I'm thinking that this was in the late 70's or early 80's?
