Hey MSW!  That's fantastic!  That's exactly the photograph Model Railroader used to illustrate their article on issuing train orders.  They credit it to the CB&Q and a copy is in the David P. Morgan Library (I think that may be the name of the library archives the NMRA has in Chatanooga).  Thanks also to Bud for knowing where Terminal Jct. is.  I'd never heard of it before I'm afraid!

The article is unfortunately, for us, written using the area around Tehachapi Loop, California as an example of issuing train orders and the CB&Q photo, while nice, is simply there to show train orders.
