I think I found the answers to FRN and SE.
BB#27 page 58 has two tables, one lists all track scale location on the system, and the other table lists the location of 75 ton Fairbanks Type S track scales.
From these data, I posit that FRN is Fremont, NE and SE is Streator, IL. Hopefully someone knowledgeable will confirm my hypothesis.

S.E. could possibly be Seneca, Nebraska. Seneca was a division point at one time on the Alliance line in northern Nebraska.

Thanks for that confirmation, Lester. I looked at the route map, and maybe the other two reweigh stations could be:
FRN Friend, NE
SE Seward, NE
Does anyone have alternative suggestions? It seems like there would be a list of reweigh stations and reporting marks somewhere.

Dayton’s Bluff along Shepard Road located along the river and Holman Field (airport) on the other side definitely in St. Paul. I have spend many hours there with a camera years back taking hundreds of photos there.
