Indeed 'advertising' or 'trade' cards were common among all businesses, national and local from the 1870's to early 1900's with Burlington-issued postcards not appearing til 1901 give or take.  Another tip off as to this being Burlington-authorized is the phrase '"The Lone Selected by U.S. Gov't to carry the Fast Mail".  Until "Everywhere West" and later "Way of the Z's", no slogan was more used by the Q as it promoted BOTH freight & passenger service.  Consider today if just one airline, via contract, carried all USPS mail between two major locations.  A great endorsement, more so "in the day".

Also until the Q's consolidation in 1904, local/area agents were given a fair amount of discretion as to what they had printed in advertising cards, newspaper ads, etc.  (you'll also see variations in fonts).  Later everything was standardized & issued from Chicago albeit with the relevant officials names listed inside the covers or back page.  About 1910 even system timetables were issued as only one; previous there were various editions such as Form 2, Form 3 and even a Form 101 if it emphasized a particular area; i.e. Denver, St. Louis, etc.
