I think it is just the sun reflecting off the surfaces of the louvers, cab side and sunshade.  There is an engineer in the cab and the unit appears to be running.  No cocoon or even a butterfly!

The photo is very small but it looks To me that the locomotive is cocooned for shipment. It looks like the Windows might be covered as well.

And while on the subject of S-2 paint schemes, the body of 9300 shown in the attached builder’s photo appears to be very pale compared with the background of the Herald, although they are both supposed to be black.
