Except, all the domes are pointed forward, and if there is a obs at the front, it doesn't have a dome, and the front is one coach dome short. Given that it is winter - or it sure looks like winter - it could be a special movement, with domes off the California Zephyr. My guess is the last 7 cars are the regular TCZ, and one of the flat top cars in front of that is a diner. I don't recall a Baggage-RPO in the TCZ consist. The first car in the regular consist that I remember was a baggage-lounge. Note also no "pattern" dome in either group, which makes this a fairly early picture.
