When there was cause for rerouting passenger traffic on the river line (high water, derailments and the like) trains were sent up the Milwaukee Road, using its line from Chicago to Milwaukee to St. Paul.  Amtrak  ultimately chose this route for its version of the Empire Builder.  Jim Sandrin
