Charlie - Having read Tom Mack's earlier post with the link to the present day company that manufactures railroad sanding equipment, I'll agree with you.  I think there's a high probability that the image shows an early version of such air-powered locomotive sanding equipment. May be Rupert can trace the internet article that you came across. Thanks - Louis

While surfing the internet I ran into a reference to the CB&Q using 2” or smaller air pipe to deliver sand to locomotives.   My iPad decided not to send out emails so the bookmarked reference is not available, but I think the mystery apparatus is indeed for sanding locomotives.
