Just as a "just so ya know"..trivial comment..Speaking of  Theioff...I presume that this is  Bill T.  Personal friend of my grandfather...There were 7 Theioff brothers who came from someplace along the old Hannibal & St. Joe line across Missouri who all became Q "officers" and/or Conductors.  Someplace among my "archives" I have an article from either some CB&Q publication or perhaps it was a St. Joe MO newspaper about the Theioff family and their connection to he CB&Q.

Subject: [CBQ] Silk and Berry Special Trains

Here's an interesting one from 1923. The Aurora trainmaster puts up a notice that the head brakeman will ride in the locomotive on all silk and Berry special trains. Have to wonder what incident of oversight caused the notice ?

The trainman's lodge local chairman points out that the 'S' class locos do not have a third seat. He also states that recently #65 has been added running from CUS to St Paul with about 15 cars of express and that frequently the train has an "S" class loco.

This makes its way to the the General Chairman and the upper mgmt. of the Q. General Manager,Lines East, Theioff responds in what today would be referred to as a "politically correct" Statement summarized as " the Condr is in charge of Trains per 997" and "under rule 998 are held responsible for the faithfull and prompt performance of duty by trainmen". He further states the company doesn't see the need to equip. All passenger locos. With a third seat in case they are used on an berry or silk train.

He goes on to say "on a practical matter, we expect the same service from the brakemen on berry or silk specials that we do from brakemen on mail and express trains". As a note, the entire train crew would normally be in the "rider" car on mail and express trains.

Have to wonder how long it was before that trainmaster notice was cancelled.
