Aside from the obvious explanation that the two birds happened to be roosting there (carefully choosing a superior company’s equipment to rest upon), they would be able to provide shippers with a bird’s eye view of the shortest and best routes. And homing pigeons (at least in some countries such as the U.K.) were used to take messages tied to their legs and were called (freight) carrier pigeons.

There have been some rather interesting responses to my post, and I thank everyone who has responded.  We'll likely never know precisely what was meant, but the whole concept of handing out sheets of stamps to remind freight shippers to route via the CB&Q is a pretty innovative marketing concept for that time.
