Speculation – a variety of it – can be fun.  I tend to think that the birds are about flying.  Compared to the roads and pathways used by horse-drawn vehicles and also to canals in 1870 the railroad is rather direct (more like the flight of a bird from one place to another) and that “Time” refers to time saved by using the railroad over the other modes.  

The trick is trying to get into the mindset of those in 1870; I find that daunting.

The attached image shows a stamp issued in sheets to shippers and potential shippers during the 1870s.  If anybody can figure out the significance of the two birds atop the boxcar, with the word "TIME" above them, I'd love to hear from you.  My only guess is "time flies" and that doesn't seem to relate to the message, "
