There have been some rather interesting responses to my post, and I thank everyone who has responded.  We'll likely never know precisely what was meant, but the whole concept of handing out sheets of stamps to remind freight shippers to route via the CB&Q is a pretty innovative marketing concept for that time.

I like the idea of "two" = "to." Advertisers and others back then went in for what we'd consider pretty silly, dumb puns.

But there's still the fact that it's two birds. Why birds? These two look kind of like pigeons. Maybe they're supposed to be two turtle doves, as in the Twelve Days of Christmas. Beyond that, birds symbolize industriousness.
