There was a three-quarter view photo of 1710 on eBay on 28 November 2014, taken from behind the tender, showing the two winged lights.  Perhaps if the purchaser is a member of the group, the photo could be shared with the group.

Charlie - If true, it deepens the mystery.... How could a Q 0-6-0 end-up with Milwaukee Road head and back-up lights? If we had a head-on or even a three-quarters view of 1710, rather than the side view shown, it might show the "squared-off" front end that the Milwaukee Road headlights with oversized wings had.
