I looked at the system map for the missing packing locations, and I propose Frannie, WY for FRN and Dubuque, IA for DB. Are there other plausible locations. I’m stumped on SE unless it’s Seneca, NE. Anybody else wish to hazard a guess, or better yet, have the definitive answer?

Ken,
There is a complete spreadsheet in the Steam Freight Cars Yahoo Groups List file area that Jim Brewer has compiled from various contributors on that list. For the CB&Q specifically, this is what the spreadsheet lists:

CENT | CB&Q | Centralia | IL | | Hendrickson |
DB | CB&Q | | | | Hendrickson |
DEN | CB&Q | Denver | CO | | Hendrickson |
DM | CB&Q | Des Moines | IA | | Hendrickson |
FRN | CB&Q | | | | Hendrickson |
GT | CB&Q | Galesburg | IL | | Null |
HV | CB&Q | Havelock | NE | | Hendrickson |
KC | CB&Q | Kansas City | MO | | Hendrickson |
LN | CB&Q | Lincoln | NE | | Hendrickson |
NSTL | CB&Q | North St. Louis | MO | | Hendrickson |
OM | CB&Q | Omaha | NE | also OMA | Hendrickson |
OMA | CB&Q | Omaha | NE | also OM | Hendrickson |
SE | CB&Q | | | | Hendrickson |
STL | CB&Q | St. Louis | MO | | Hendrickson |
No C&S or FW&D locations are listed in this spreadsheet.

Great Northern had a series of "codes" (or abbreviations) that it used to indicate locations where truck journals had been repacked. Did Burlington have something similar, and if so does anyone have a "decoder list?"
Thanks in advance for any help you can provide.
