The entire configuration as others have said is for the inspection of cars,
usually just before the roll over the hump. The two sloped windows at the
bottom of the buildings and the sloped windows between the rails allow the
equipment to be checked from the bottom and both slides.
Rolling stock with defects would be diverted to the RIP track at this time.
There's really no space to walk between the buildings, hence the signs
recommending that activity not be attempted.
