Hol - I'd say that was a distinct possibility. May be you'll come across another image of a new O-5-A at the West Burlington Shops with the same painted flat metal sign on the smokebox. Same for S-4 No. 3012 whose boiler was also supplied by Baldwin. That would cinch it for me.

Dan - In my O-5-A image collection, the rectangular superheater plates are all mounted over the circular builder's plates on the engineer's side of the smokebox. I see no evidence of any kind of plates being mounted on the fireman's side. Of course, plates were removed during shoppings and were not always reapplied afterwards. Yes, a bit of a mystery as to what the plate was that Hol mentions.
