Hi Winton...

I'll take a stab at this.....

In looking at the orders and seeing that X5000W is to "Wait at A til b and C 
til d" etc, one would believe X4000E would progress til such a time that there 
would be a meet at a station where X4000E would know that X5000W would be there 
waiting....except.....for the wording of this order:  

To C&E Extra 4000 East at Dutch.
Extra 4000 East take siding meet Extra 5000 West at Clearmont.
Complete 1050am, Dispatcher DAS

As this was received AT Dutch and the order says "Meet X5000W at Clearmont with 
no other stipulation and X5000w had not arrived (X5000W being the superior 
train as conveyed in the first T.O.), I would guess that the C&E of X4000E 
stopped the train because it sounds like it was taking orders on the 
fly(possibly backing it into the clear on the siding)and waited for X5000W to 
arrive.

I just hope I didn't kill anyone....  

P.S.

I will stick to my above explanation, but with further reading, If the DS made 
X5000W the superior train, why did he have it do the waiting instead of having 
X4000E move and wait til "x" for X5000W??

Again I hope I haven't made a mess of company property.....
