Yes this is Basic Train Orders 101. A straight meet supercedes a Right Over. 
Also look at the time sequence the orders were issued. First was the Original 
Right Over setting up the "schedule" for the 4000E to run against. Second was 
the later wait times to give the 4000E more time to go to eastern stations 
account the 5000W was later than the DS expected. THIRD was the straight meet 
at Clearmont. The 4000E was late getting out of Sheridan and might not have 
time to get to Clearmont on the original wait times where it would get the new 
wait times. So the DS basically just said, Oh to heck with it, and set up a 
straight meet at Clearmont. The straight meet RULES.

But the crew got the train orders in a different sequence from when they were 
issued and when they arrived at Clearmont and received the extra time against 
5000W they DEPARTED heading for Kendrick on the new waits. Luckily there was 
also a work train in the clear at Big Corral (between Clearmont and Kendrick) 
and their radio conversation tipped off the 5000W and 4000E that there was 
about to be a head-on. Crew got fired but at least not killed. What I never 
understood was why the DS didn't say something and why he wasn't disciplined 
for not catching this mistake when the operator OS'd the 4000E out of Clearmont?

As for the train register stations, it was very important to not only look for 
the register of the train ID and date but also you must check the register for 
"on order number xxx" because the same train might arrive at the same register 
station several times a day. I almost got into a head-on one day because of 
this when the crew that was to wait for my engines at Decker (arriving a second 
time) had visually identified them previously before I left on the first trip. 
Once again radio chatter saved the day.
