I'll add my penny's worth of commentary so we may eventually reach a nickel.  Generally speaking, the curved radiators were used with the 275 HP gas electrics with the motor mounted what would be referred to as cross-ways to the body.  Hence you will notice that there a large access doors on the side of the units.

 

The square box type of radiators were used on the 400 HP gas electrics with the motor mounted in-line with the car body and a large access door provided on the front of the unit.

Jack,

Since no one else has has replied I will throw in my $.02 worth. I have always been of the belief that these are the radiator for the engine. The grill on the front has a fan behind it but the radiator is on the roof. I have seen two types on Q G-E's, one is the curved pipes you have asked about and the other is a square box type of radiator.
